Some Owners are already aware that their current safety barriers are unlikely to be compliant. Owners may choose to obtain a consultation report first. This does not result in a Certificate being issued in the first instance.

1) An Inspector will attend your address and provide you with a detailed report outlining all the issues that need to be fixed. This includes images and written explanations so Owners may engage a fencer/builder or DIY.

2) When these repairs have been completed the Inspector re-attends and is then able to issue the Certificate of Barrier Compliance. Reattendance and issue of the Certificate (if compliant) start at $220

Safety Barrier Inspections

The cost of an inspection (to obtain a Certificate of Barrier Compliance) is from $360. Once your safety barrier is certified as compliant you will be provided with a Certificate to lodge with council. At this point you will have completed your legal obligations.

If your Barrier is deemed 'Non Compliant' then you will need to fix the issues or arrange for a tradesman to assist. Legislative timeframes apply and Owners have 60 days to remedy the issues.

A Re-Inspection to attend and finalise the Certificate costs from $180.

Pool & Spa Registration

The State Government has placed the regulatory responsibility for pool and spa registrations on local Councils. As a result Council now charge administration fees for registering your pool/spa and for lodging your 'Certificate of Compliance' to cover their costs.

Fees vary between Councils but 'Registration fees' are approximately $79 per Safety Barrier. This is paid directly to Council not us.

Once Registered the Council will send you a Letter of Registration. You must then obtain a Certificate of Compliance (Safety Barrier Inspections) by the due date written in this letter.

Currently the oldest pools (Pre June 1994) must be certified first before November 2021. Later pools are from November 2022 onwards. It is also important to contact your council if you are building a new barrier. You will require a permit before you commence the construction.

All swimming pools and spas containing water greater than 300 mm (30 cm) must have a compliant safety barrier to restrict access to the pool area by young children (under the age of five).

Barriers are required for:
  • in-ground pools and spas
  • above-ground pools and spas, including inflatable pools, holding more than 300 mm (30 cm) of water
  • indoor pools and spas
  • bathing and wading pools containing more than 300 mm (30 cm) of water.


The 'Certificate of Barrier Compliance' is valid for 4 years from the date of issue. This is only issued following a Safety Barrier Inspection.

Whilst the earliest deadline for lodging Certificates is November 2021 pool owners are encouraged to beat the anticiapted rush towards that date.

If you are intending to sell your home some vendors are requesting the Certification is written into the Section 32 Contract.  Whilst it is not mandatory now it will be a requirement from November 2021.
